Because of the state budget battle, GOP leaders in the Pennsylvania state senate have put off until later this week their consideration of a separate measure that Mayor Nutter needs to keep his government afloat.
The clock is ticking, though, toward layoff notices going out from City Hall at week's end.
State senate majority leader Dominic Pileggi (R-Chester County) says they're focused now on the state budget, so debate on the Philadelphia relief bill is being put off:
