Despite Philadelphia's looming financial crisis, the Nutter administration is not backing off on plans to alter Center City traffic in a few weeks, when officials plan to create bike lanes on Spruce and Pine Streets.
Rina Cutler, the deputy mayor for transportation, says the grand experiment of creating bicycle-only zones -- with cars restricted to a single lane of traffic on each -- is still on target:
"We're hopeful to start by the end of the month. Not sure of the date yet, we're still trying to coordinate schedules. But definitely it will happen before the end of September. We will start to paint the striping and the bike lane decals, and put the signs ups up within the next five or six days."
