Social service agencies and many others who depend on state funds heaved a sigh of relief when Pennsylvania Governor Rendell and state legislative leaders announced a budget deal Friday night. But the budget still needs a majority vote of the House and Senate.
In an ordinary year, in Pennsylvania’s leadership-driven legislature, approval of a budget deal would be a slam dunk. But this is no ordinary year. For one thing, the budget deal was negotiated by leaders of only three of the four caucuses.
In the House, where Democrats have only a five-vote edge, Republican leaders oppose the deal. When asked Friday night if he could get the budget through the House without getting GOP leaders on board, Democratic leader Todd Eachus declined to answer, saying only that he hadn’t given up hope:
