Amid the looming layoffs, Philadelphia City Council opened its fall session on Thursday and belatedly agreed to take a look at the mayor's "doomsday" budget.
If the city needs a prayer, City Council went to the top, arranging for Cardinal Justin Rigali to open the meeting with an invocation.
(Rigali:) "We pray for the mayor and all who assist him in governing the City of Philadelphia..."
Council members then promptly went about what seemed like normal business, introducing measures on everything from tax amnesties to the living wage.
