Septa has filed suit against two engineering companies that oversaw the reconstruction of the Market-Frankford Elevated in the 1980s and '90s.
The repairs were supposed to last for 75 years, but Septa's Richard Maloney says the rebuilt Frankford el is crumbling away after about 30:
"It's on the underbelly of it. It's the concrete on the concrete beams, where it makes the connection with the structure there. And that's coming apart, where the joint is."
