After weeks of internal debate, Philadelphia City Council members have finally decided what to do about cost of living increases for which they qualified last month. All but one are giving the money back.Who's Keeping the Money -- read the official City Council memo (.pdf)
Councilmembers are hesitant to take the five-percent cost of living adjustment ("COLA") because the city is in a cash crunch and city employees are in the midst of contract talks with the mayor.
