Calling it "a tragic day," Philadelphia mayor Michael Nutter on Thursday delivered to City Council his dreaded "doomsday budget" that he hopes never to implement.
And even as he hopes for relief from Harrisburg, Nutter said the wheels are now in motion for the dismantling of Philadelphia government.
The so-called "Plan C" budget calls for the layoff of 3,000 city workers, including hundreds of police and firefighters.
