A state Senate committee has given approval to an amended version of legislation the city of Philadelphia needs badly in order to stave off what’s been dubbed a “doomsday” budget scenario.
The city is seeking state authorization to raise its sales tax and make changes to its pension system. The House earlier this month passed that bill and Mayor Nutter had asked the Senate to do the same without any changes. But the Senate Finance Committee has approved the measure with major amendments, including some designed to hold the city accountable.
For example, the city would lose the sales tax hike if it fails to freeze pension benefits for current employees and does not adopt a reduced benefit plan for new employees. Mayor Nutter praised the committee vote as an important step but could not comment on the implication of the amendments:
