Mayor Nutter says the city is obligated to cut yet more staff and services, because of delays by the state legislature in giving the city the ability to temporarily hike its sales tax and reduce pension payments.
The mayor says 'it's a devastating scenario,' because even if the Senate acted today, these cutbacks will happen anyway, because the city is losing revenue:
"$10 million a month is real money."
