Pennsylvania House Democratic leaders today announced they are backing down on an income tax increase proposed by Governor Rendell.
This development came as the House debated amendments to a bill that Governor Rendell can use as a vehicle for a temporary budget. The idea was to pass the bill unamended. But some conservative blue dog Democrats had worked with Republicans on an amendment that would have represented a full year budget.
