Philadelphia school officials have voted to settle a desegregation case that has dragged on for nearly 40 years.
When the Pennsylvania Human Relations Commission first sued the city school district in 1971, it was a busing case. But the issue morphed into one of equity for racially isolated schools, and this agreement being presented to a judge for approval next week commits the district to provide more resources to high-minority, low-performing schools.
