There's a new government incentive to help car owners say "out with the old and in with the new."
Ross Polinow (at right), general manager at a southwest Philadelphia dealership, says the rebate system is meant to boost auto sales while scrapping inefficient vehicles.
"It's a new program from the government. It's meant to stimulate the economy and the automobile business, but it's also going to get some clunkers off the road. It's going to take some cars off the road that produce more emissions and get poor gas mileage and allow people to buy a car and get something that gets better gas mileage."
