City's New Budget May Face Court Challenges, Warns State Official

The chairman of the state agency that oversees Philadelphia's budget has a very big concern with the plan passed Thursday by City Council. He's worried that the plan's nearly 10-percent property tax hike could be challenged in court.
James Eisenhower, chairman of PICA (The Pennsylvania Intergovernmental Cooperation Authority), the board that oversees Philadelphia's budget, points out that Mayor Nutter himself has declared the property assessment system fatally flawed.
