In Montgomery County, hundreds of less-fortunate children will have Halloween costumes this year, thanks largely in part to the hard work of a 12-year-old.
The line for free costumes stretched out the door and down the block, and those parents and children have Emma Shapiro to thank. Emma just turned 12, and she says she came up with the idea when she saw all of her old costumes in her closet:
"And I figured there must be other kids out there that want to have a Halloween costume, but they can't afford one."
