Dozens of demonstrators gathered Thursday outside Philadelphia's Municipal Services Building, across from City Hall, to protest the lack of a state budget after 100 days (see related story).
Joseph Rogers is with the Mental Health Association of Southeastern Pennsylvania:
"It's becoming a situation where we might have to go out of business and not be able to provide the services for people with serious and persistent mental illness. We're not talking about people that are just sort of having problems; we're talking about people with diagnoses of schizophrenia or manic-depression."
