Mayor Nutter halted payments to all vendors one month ago, and the three companies that haul away 2,300 tons of the city's trash each day haven't been paid since.
They are owed so far about $7 million total. Will they soon refuse the refuse? Deputy streets commissioner Carlton Williams thinks not:
