Is Philadelphia about to see an end to weekly trash collection? Mayor Nutter's "doomsday budget" -- which he hopes to avoid using -- does exactly that.
It may never become reality, but aides to the mayor are preparing to implement his so-called Plan C that includes the layoff of 3,000 city workers, including 180 sanitation workers.
Deputy streets commissioner Carlton Williams says that would mean trash pickups cut back to every other week:
"Residents won't get weekly trash collection, will get every other week frequency."
