Why the 195th District Section of Philly is in Poverty, and How Bloom’s Going to Fix It.
Warren Bloom Sr., Candidate for State Rep.
195th District, 2010.
The local Democratic Party has been satisfied with a poverty-stricken Philadelphia in 3 areas of the city for the last 33 years. Philadelphia’s 195th District, which is parts of West, North, and University City Philly, has been stricken with the highest rate of poverty in Philadelphia’s history. As always, local political representation, the Pennsylvania House of Representatives that is, has done little or next to nothing to help solve the city’s problems.
The Mayor of Philadelphia needs a modern political leader to help fill the void in the absence of a functioning local Democratic Party that has left the 195th legislative District broken with poverty. And it looks like Warren Bloom, who is running practically alone against the Democratic Party for the seat in the 195th District, is becoming more emboldened to reduce that poverty.
For one thing, Mayor Nutter or the citizens that depend on him has not heard about any attempts to pass some kind of reduction of poverty bill by the 195th Pennsylvania House of Representative member since the mayor has been in office. However, Bloom has been speaking out about the necessity to try to solve the difficult problem of poverty in Philadelphia for the past 8 years. Bloom has been looking at Philadelphia’s foreseeable future: city debt; the rising cost of trash pick up; no jobs; unfair family court; the highest rate of unhealthy residents out of all 67 counties in the state of Pa; poorer people in areas called Down the Bottom, Fairmount and Ridge Ave. He wants to change North Philly’s 70 percent children obesity problem too.
Bloom, as a Pennsylvania House of Rep. would have the ability to solve these problems because he has known about asking neighbors to make a sacrifice and give to one another even when giving has meant having a little less than what most is use to.
Most recently Philadelphians living in the 195th District have experienced what it means to watch the House of Representatives keep doing the same things over and over again. Bloom has questioned the practice of leaders doing things for themselves without even asking voters who elect them to office what do they need in the community to buffer them. The bad economy and the state or condition of having little or no money, goods, or means of support is something that Bloom wants to discuss with neighbors.

Bloom’s public argument has been that “voting for someone to be seated in the state rep. office just because the local Democrat party says so is just not working.” He wants to address the problem of welfare in Philly by looking over a plan to restructure welfare to be helpful, not hurtful. And he wants to prohibit unfair judges in common pleas court.
For people who live in the 195th District work is frequently not available and Bloom’s effort will be to change that. Conditions are often barely tolerable. And better homes must be constructed so that more business can be started as a work-at-home business instead of waiting on the PA politicians to wake up.
"The 195th legislators in the House of Representatives must have seen that they were of little help to the mayor and the City of Philly." Job services in the 195th are thinly spread and in Philadelphia Zoo and Art Museum areas only rarely within walking distance. Bloom’s vision is that primary schools must be supported where they exist so that children will be easily spared unnecessary gun violence and hunger.
The current representation in the PA House of Representatives serving the 195th District has not improved security for the wage earner in the family. Bloom has been working with a team of experienced educators who understand having little money and how disease affects people who have a working family mind set. He and his team will examine the devastating effect of plastic and tire pollution on Philadelphia environment and explore the benefits of recycling in the state of Pa.
People like Ari Merretazon (Vietnam Veteran), Arrita Robinson, Khalid Moffitt, and Van Stone are just a few of the activists who are helping Bloom to make it hard for challengers for the State Rep. 195th District seat to remain inside the reach of voters and him. Voters who demand normal trade and communication in the 195th are looking toward Bloom. Bloom's determination to combat the combination of malnutrition, illiteracy, disease, high birth rates, obesity, trash tax, underemployment and low income closes off the avenues of challengers who hope to beat Bloom come May 18th, 2010.
