Nutter Promises Improvements in Police Response to Flash Mobs

In the wake of the latest "flash mob" incident in Philadelphia (Saturday night on South Street), Mayor Nutter is promising "upgrades" to police response procedures.
Nutter says he personally observed some of the massive gathering on South Street this past Saturday night, though he witnessed no violent behavior at the time.
Nonetheless, the incident concerns Nutter, and he says police procedures will be altered for better response:
"I've had a number of conversations with police commissioner Ramsey (and) deputy mayor Everett Gillison, and we are upgrading some of the plans that have already been put into place."
