South St. ''Eye in the Sky'' Draws Mixed Neighborhood Reviews

A newly installed surveillance camera with continuously flashing lights is a welcome sight to some South Philadelphia merchants. But for some residents near 12th and South Streets, it's also an eyesore.
The box -- with camera underneath and flashing blue lights above -- is suspended on a utility pole and has a Philadelphia Police insignia is on the side. The bright blue light blinks day and night.
Lisa (no last name given) lives in a second-floor apartment close to the device. She says she can't get away from the flashing lights:
