City Council Mulls Layoffs as Alternative to Nutter's New Taxes

Philadelphia City Council members are continuing to grapple with Mayor Nutter's budget, which includes those thorny ideas of a soda tax and a trash fee (see related story).
But alternatives, including layoffs of city workers, are just as unpleasant.
City Council president Anna Verna (in file photo at right) says that Council has many miles to go before reaching a consensus on how to close a deficit that will top $120 million, and whether to accept the mayor's ideas of a soda tax and a trash collection fee.
