Republicans in the Pennsylvania state senate have moved ahead with their plan to pass their own budget legislation despite a plea from Governor Rendell to rethink the approach.
House Democrats say that because of House rules, new budget legislation sent over from the Senate will have to sit on their calendar for a requisite number of days before it can be voted.
But the Senate GOP, still smarting after House Democrats abandoned a handshake budget deal last week, says the House can waive its rules and act more quickly.
