Pennsylvania’s budget intrigue has taken some strange turns over the last 24 hours.
After the collapse of a budget deal last week, it appeared that a new deal had taken shape this week. But animosity between the state House and Senate has also resulted from the breakdown of the old deal.
On Tuesday morning, the Senate passed its own version of budget legislation, a move that House Democratic leaders said could delay resolution of the crisis.
Now, House Democrats claim there are $12 million in controversial legislative grants, also known as "WAMs" (for Walking Around Money) in the budget.
