Two days after Philadelphia's municipal workers had their salaries frozen by the mayor (see related story), City Council members spent three hours huddled behind closed doors trying to figure out whether to give back the cost-of-living raises they started getting on July 1st.
Councilmembers received a five percent cost-of-living increase this month, thanks to a law that Council approved back in 2003.
