Payday came Thursday for Philadelphia city council members, and at their request, the checks did not include a new cost-of-living raise that has become a political hot potato.
The five-percent cost of living increase took effect July first, and Thursday's paychecks would have been the first to include them. But with the city in a cash crunch, and city workers in contract talks, some Council members are hesitant to take the pay raise.
So these checks did not include the COLA money. And councilman Darrell Clarke says the money won't appear at all, until a decision among the members is reached:
