Saying the time for change has come, Mayor Nutter on Thursday demanded the resignations of the seven members of the Board of Revision of Taxes, the independent agency that controls property assessments in Philadelphia. The board promptly refused to quit.
The BRT has been in the firing line at City Council for its new experimental set of assessments, and in an Inquirer newspaper series portraying the agency as a patronage haven.
