Speaking one year to the day after he unveiled a new program to combat homelessness (related story), mayor Michael Nutter on Thursday said the effort has worked well, and more help from Washington is on its way.
At a press conference outside City Hall, Nutter said the overall homeless population -- in shelters and on the streets -- is down 4.4 percent compared to a year ago.
The program originally included additional overnight cafés for those who resist shelters, and 625 new PHA and city-subsidized housing units for the chronically homeless.
Currently, Nutter says, 510 of those units are occupied:
