On the day that Philadelphia City Council passed a new budget, Council president Anna Verna said the plan to boost the city's sales tax by a penny on the dollar is actually a good thing for suburban merchants. She says Philadelphia shoppers will simply take their money across county lines.
With the budget passed, the mayor and Council still need state approval for the five-year, one-percent sales tax increase.
