Twenty-one members of an alleged Chester, Pa.-based drug gang are behind bars, facing federal charges. Investigators say their activity centered in a neighborhood where members of another gang were busted eight years ago.
In 2001, federal, state, and local authorities took the "Boyle Street Boys” out of Highland Gardens. Two years later, officials say, ”The Cut-Off” took over, dealing cocaine and other drugs out of a local playground.
