The financial woes of Philadelphia's two paid daily newspapers have spurred one of two ballot questions facing city voters in Tuesday's primary.
Under the city charter, all council meetings and hearings, as well bid openings for contracts, must be advertised in the city three largest paid daily newspapers. This ballot question would allow City Council to amend that requirement, if there were to come a time at which the city does not have three paid dailies.
