Strained relations between Mayor Nutter and Philadelphia City Council seem to be popping up frequently of late. In one case in point, one of the mayor's nominees to the SEPTA board got a rough ride in her confirmation hearing on Thursday.
The mayor wants his top transportation official, deputy mayor Rina Cutler, to take one of the city's two seats on the SEPTA board.
At her confirmation hearing, Council members Wilson Goode (above) and Bill Green grilled Cutler on her ability to be independent in that role. Goode even discovered that Cutler didn't know how many members are on the SEPTA Board:
