The results of a new long-term study on the federal government's response to Hurricane Katrina was being presented on Monday to a conference of state legislatures meeting in Philadelphia.
The study by Boston College professor Marc Landy (right), working with the Rockefeller Institute of Government, says one of the major failures of the federal government's response to Katrina (above) was a lack of central organization.
