New Phila. DA Seth Williams Hits the Ground Running

Seth Williams, the new Philadelphia DA, is moving quickly to fulfill campaign promises to quantify office performance, improve the conviction rate, and to expedite the investigation of police shootings.
And he says the changes are starting right at the beginning of his administration.
Williams (flanked by members of his staff above) concedes that the charging unit has been a "rubber stamp" for the police department, approving nearly 100 percent of cases during two snapshot time frames. And he believes that's contributing to an unacceptable record:
"Fifty-nine percent of our felony cases are being dismissed at the preliminary hearing."
