The Pennsylvania state House returned to the capitol on Thursday and was inching toward a vote on legislation that Philadelphia is counting on to avert what’s been dubbed the “doomsday” budget.
Negotiations continued into the evening on Wednesday in an effort to find a compromise that will fly in both the House and Senate. Legislation that would allow Philadelphia to raise its sales tax and defer payments to its pension system was amended in the Senate with statewide pension changes that have riled organized labor.
