Phila. Students Reach Standardized Test Milestone

It's a first for the Philadelphia School District -- more than half of the public school students scored at least "proficient" on the latest standardized state tests.
A pessimist would say almost half of Philadelphia public school students are still not scoring "proficient" on the state PSSA tests in reading and math. But for the first time, more than half of Philly students are.
