Philadelphia Mayor Nutter's controversial budget does not close any libraries, but the head of the Library system admitted to City Council that come July, all branches will open five days a week.
After being stopped last fall from closing 11 library branches, Mayor Nutter in his new budget keeps library funding as is. But Library Director Siobhan Riordan told City Council members that staffing is at a bare bones level, forcing them to constantly shuttle workers around when others call out sick:
