Philadelphia's Ethics Board finds itself between that old rock and a hard place: as the board penalizes candidates who do wrong, some say the actions inadvertently influence the election.
The Board of Ethics this past week filed a lawsuit against one of five District Attorney candidates, and then settled another dispute with another one of the five. At a hearing, City Council members openly wondered if the Board -- by publicizing these actions with press releases -- was influencing the election one week before the primary.
