Recycling and environmental activists are generally not fans of Clarena Tolson (file pphoto above), the Streets Commissioner under Mayor John Street. So many were surprised and disappointed that new Mayor Michael Nutter decided to keep Tolson in the job, even as he promised to greatly enhance recycling in Philadelphia. Nutter hints that Tolson's record on recycling related more to her original boss:
"Clarena Tolson is a fine public servant, I have tremendous confidence in her. And as I've said, in many instances, commissioners of departments and agencies literally can only do what they're allowed to do, based on the leadership at the time."
Nutter says he and Tolson will make sustainability, in his words, "the lifeblood of Philadelphia."
