Philadelphia City Council has begun its annual three month long summer recess. But one member insists that council work actually gets done during the summer, despite the lack of meetings or hearings.
"We are not on vacation."
That's the message of councilman at large Jim Kenney, who says city council members -- at least some of them -- do work through the summer despite the fact there are no formal hearings or meetings:
