Pennsylvania governor Ed Rendell on Wednesday announced another $128 million in budget cuts as the state reels from the sagging economy.
Rendell says in this second round of budget cuts, four-fifths of the budget line-item appropriations under his jurisdiction will be slashed.
And he says he is freezing the wages of non-union state employees:
