As Philadelphia City Council continues to put Mayor Nutter's tax-boosting budget under the microscope, some members say their heads are spinning over the way Nutter has organized -- and re-organized -- city government.
In crosshairs at the budget hearing was the Managing Director's Office, and Council members repeatedly voiced confusion about which programs fall under which departments. For example, some were confused that a popular neighborhood clean-up program called CLIP is now supervised by the transportation director. Councilman Darrell Clarke said Nutter's organization flow chart leaves him mystified:
