Facing an extra billion dollars in red ink, Mayor Nutter has ordered department heads to come up with new cost-cutting plans, a task that's particularly difficult for the department that tries to offer a safety net to children.
The Department of Human Services is the single largest city department, larger even than police, and is still in the midst of reform following the controversy over the Danieal Kelley child starvation case.
