A four-year battle waged by one Philadelphia City Councilmember over a fee charged to apply for a city job appears to have ended, after she struck a deal with the Mayor.
City Councilwoman Jannie Blackwell was infuriated by the $35 job application fee imposed by then-Mayor Street in 2004. Street said it covered administrative costs; Blackwell said it deterred low income people from applying.
