Despite years of effort by some of its members, Philadelphia City Council has knocked down the latest effort to limit the use of disposable plastic shopping bags in the city.
In the final minutes of its final meeting of the spring session on Thursday, Council voted down a bill that would have banned plastic grocery bags throughout Philadelphia.
City councilman Frank DiCicco spent two years trying to push this measure through Council, and after he called for a final vote the measure went down in defeat. In the end it was not even close, as six councilmembers votes for but 10 members voted against the ban on plastic bags.
