Superbikes -- ungainly seven-passenger bicycles that are as much tea party as transportation -- may be back in Philadelphia.
In the summer of 2006, a tour guide operator, without permission, began offering rides on the Superbikes. But the city's Department of Licenses and Inspections judged the vehicles unsafe for city streets and shut down the operation.
Now, councilwoman Jannie Blackwell is pushing a bill that would provide for licensed Superbike operations. She hopes for routes to the zoo, which is in her district:
