Three months after Mayor Nutter cut the ribbon on the city's 311 non-emergency call center, some city council members are griping that they don't want to be cut out of the loop in helping residents.
For City Council members, one key to re-election is solving with minor problems phoned in by residents. So a few members are bristling that the mayor's 311 system is designed to handle such problems and could deny them those street-level political wins.
