On this Tax Day, Philadelphia City Council members engaged in a heated debate over how they're going to raise city taxes in the coming year.
Some councilmembers oppose Mayor Nutter's plan to boost property taxes for two years. Instead, they are pushing for increases in the resident and non-resident wage tax. Several intend to introduce a measure starting that process at Council's formal meeting on Thursday.
